William James Milne was born in Scotland in 1843 and moved to Monroe County, New York with his family around 1852. In 1871 he became Principal of the Geneseo Normal and Training School, Geneseo, New York. In 1889 he became President of the New York State Normal School in Albany. While he was President the school changed its name to New York State Normal College in 1890 and then New York State College for Teachers in 1914. He died 4 September 1914 in Bethlehem, New Hampshire.
